That makes more sense than the gov't thinking of it themselves...
Because the civil defense never came up with something new on it's own, ever.

I remember doing the "Duck and Cover" thing in elementary school. I always wondered what good my little desk would do against earthquakes or being bombed by the Vietnamese. ;~D
